As the online preparations for the European Action Day (May 17) against homophobia and transphobia are underway, we at the No Hate Speech Movement thought it might be time to give you all a Hate Speech Watch update. The HSW gives everyone the opportunity to report hate speech online. Our focus this month is hate speech directed at LGBT. Here are some of the reports:

On May 17th, the Movement's first European Action Day will take place. The 17th May is the International Day combating Homophobia and Transphobia. The Movement's platform against hate speech will focus tomorrow on this cause. Be present and joint the movement!

The Andorran Chairmanship of the Council of Europe is launching a campaign in support of the values promoted by the European Convention on Human Rights as it has made us aware that intolerance and discrimination are unacceptable.

Fordommer.no (or prejudice.no) is a norwegian website, which shows the Norwegian People's Aid organisation's action towards people. The organisation's work is based on solidarity and help people defending and promoting their own interests. Seminars for youth are also organized. Visit the website Fordommer.no!

A training for trainers organised by the Pestalozzi Programme of the Council of Europe in cooperation with the European Youth Foundation

This project is a first-time cooperation within the Directorate of Democratic Citizenship and Participation of the Council of Europe between the European Youth Foundation (Youth Department) and the Pestalozzi Programme for the Training of Educational Professionals (Education Department). It brings together an inimitable mix of participants benefiting from the different perspectives, experiences and the active involvement of teachers, adults and trainers/activists from the youth sector at the same time.

On 21st of March, Subjective Values Foundation in cooperation with Europe Point held the International Day for the Elimination of Racial Discrimination. The goal of this year’s program was to highlight the Roma issues in the European Union and the official launching of the No Hate Speech Movement Campaign. The event started with the introduction of the National Campaign Committee held by Kristóf Téglássy, representative of the Hungarian Ministry of Human Resource and continued with an introduction of the Council of Europe campaign by Bálint Molnár, deputy director of the European Youth Center Budapest. The program was followend by a round-table discussion of experts from ERRC, Ministry of Human Resources, Amnesty International and Roma Club Foundation. Furthermore, the Foundation used the opportunity to introduce it's Urban Culture against Racism in Europe (U-CARE) project too. The program hosted the magnificent photo exhibition of Roma Fashion Design, and finished by the exceptional concert of Szilvási Gypsy Folk Band.

Become an online volunteer for the youth campaign for human rights online (2013-2014)

The first Training workshop for online volunteers will be on 15-16 April 2013, European Youth Centre Budapest.

The Youth Department of the Council of Europe calls upon young human rights and online activists interested to act as volunteer activists in our online campaign against hate speech to read and apply for this unique opportunity! The campaign is based on a European platform and programme of activities run by the Youth Department of the Council of Europe. The online volunteers are activists with special competencies and role for the online Campaign platform and tools. They are key actors in the campaign, particularly in the European and national aspects. They are the ones to shape and build the online community and to ensure the content of the online platform.

On the 22nd March following the International Day for the Elimination of Racial Discrimination the Council of Europe is opening the online platform of the No Hate Speech Movement for the public. From 10.30 a.m. the website of the Campaign will be available for Internet users.

is an online platform for user generated content uploaded by young people about hate speech, identity and ideas. This site is the main landing page of the Campaign available for the general public where testimonials can be posted, such as self-made videos and photos. Young moderators ensure safety and respect for the Campaign values.

The official Launching event of the No Hate Speech Movement will take place on the 22nd March at 10.30 a.m in the foyer of the hemicycle of the Council of Europe’s main building (the Palais). The Secretary General of the Council of Europe, Thorbjørn Jagland will launch the Movement alongside two members from the Statutory Committees of the Youth Department of the Council of Europe, Aleksandra Mitrovic (European Steering Committee for Youth), Sergio Belfor (Advisory Council) and Peter Matjašič (European Youth Forum) . After the launching event, the official online Campaign platform and the European Hate Speech Watch will be open to the public at www.nohatespeechmovement.org

The Secretary General will also join the Campaign himself by uploading his own video message on the Campaign platform, and will contribute to the Campaign on Twitter and Facebook. The event will be streamed live online.

The Office for Democratic Institutions and Human Rights (ODIHR) is now preparing the 2012 annual report on hate crimes. The report provides an overview of data collected on hate crimes, and of responses to hate crimes. It will be launched on 15 November, 2013 the day before International Tolerance Day. As in previous years, ODIHR encourages submissions from non-governmental organizations and has compiled information to assist NGOs. Information should be sent to tndinfo@odihr.pl no later than 5 April 2013 indicating in the subject line "HCR 2012 (NAME OF YOUR ORGANIZATION)". Development of Online School Campaign Tool against online hate speech

The Council of Europe’s Youth Department is currently preparing an Online Youth Campaign against Hate Speech, to be launched on 21 March. The campaign is based on education and awareness-raising and is especially based on the active role of young people aged from 13 to 30 years. In this framework, the campaign will provide secondary schools with an online toolkit for awareness and action against hate speech online. The online tool should provide good understanding about the Campaign and its tools, and give concrete practical and methodological support.

The Council of Europe is hereby looking for two or more experts to prepare the toolkit – in content, process and mode of online publishing according to the specificities below in cooperation with the Secretariat of the Youth Department.
