The primary information resource is the Campaign preparatory website , but the Council of Europe will upload information on this facebook group as well.
It is an open group so you can join easily.

Starting points for Combating Hate Speech Online
You can read the book online or you can download it from below in pdf version.
As a preparation for the project, the Council of Europe’s Youth Department commissioned three “mapping” studies about the realities of hate speech and young people and projects and campaigns about it. These studies are published here as a resource for the activists, youth leaders, researchers, partners and decision makers associated to the project and the online campaign. They are truly starting points: more research is needed, both on the legal and policy implications of hate speech online as on its impact and relation with young people.
Tackling online hate speech - Budapest, 27-28 November 2012
The Secretary General of the Council of Europe, Thorbjørn Jagland, and George Soros, Founder of the Open Society Foundations, will join representatives of a wide range of European and international organisations in Budapest next week to discuss how best to tackle so-called “hate speech” – especially online – whilst also protecting freedom of expression. Participants will discuss the nature, extent and impact of hate speech in today’s world as well as different options for tackling the phenomenon – including issues related to self-regulation and moderation of online discussion forums.
